The commercial model should be obvious. Buy Files because you need a file manager. Take Suite when you want the connected toolkit. Subscribe to a qualifying Nought.io plan when you want operations infrastructure and entitlement together.
Entry Nought.io plans can include nothing from Suite, or selected products only. Higher individual/business plans can include Suite. Agency plans can include Agency Suite entitlement. Enterprise is negotiated. Not every Nought.io subscription includes the entire Suite.
