Is this for theme developers or site owners?
Both. Developers wire the demos in. The person who just activated the theme follows the wizard.
Do I have to embed it in the theme?
No. It can run as a normal plugin. Embedding is for shops that want the wizard to appear with the theme, without a separate install.
